Got 8 bit/256 Color or 640x480 Screen Size?
First generation Windows 95/98 FTA software, with version numbers like 1.8 or 1.9, required 8 bit (256 colors) mode. Second generation Windows 98SE, ME, NT, 2000, XP software, with 2.0 version numbers, requires 24 or 32 bit mode (not 8 bit).
If you think you have Settings | Control Panel | Display set correctly, but have the wrong screen parameters, be aware that XP has a "Compatibility" tab under Properties for the program icon on the desktop. This tab has checkboxes to force 8 bit color mode and to force 640 x 480 screen resolution. If checked, these override the Control Panel settings. Uncheck these.
